Curt Swan has to draw several vertical-action panels (panels 1, 2, 4 and 5) so he chooses to render the two other panels, which don’t need to be drawn as verticals, in the same form, and varies the angles on every panel to keep them visually dynamic.
Fitting in all the word balloons in panel 3 make it the weakest visually but I wouldn’t really hold that against this page; sometimes, old-timey comics needed an exposition bomb or two to move a story along… From World’s Finest 142.
